Delayed birth certificates were authorized by a law passed in the Pennsylvania General Assembly in 1941 to provide proof of birth for persons who were born prior to 1906 and who needed this information to apply for benefits under the Social Security Act. The earliest birth record would be 1872. The people filled out a standard form with lots of wonderful genealogical information on it. Instructions for obtaining a copy of the certificate are included in the book.
